Colonial Regulations which

was communicated to the Colony in Your Lordship's Circular despatch of the 28th

7 October, 1899.

As regards the last precedent in January of this year

I can only express regret that it occurred through

inadvertence.

The reference to the arrangement of extra pay to Officers in the Public Works Department during the absence

of

of Mr Cooper is irrelevant in-

asmuch as no

officer of that department drew pay in excess

of his own half pay together

with half that of the absent officer.

In conclusion I-

I may

add that I have been advised

by the Acting Attorney General

that under Rule 108 M. Meugens cannot be allowed to draw more

pay than he is at present permitted to draw viz. - half pay of Mr. Jones
